Required Qualifications/Essential Duties:

  • Valid California Driver's License
  • Must be insurable by company’s insurance carrier and maintain throughout employment
  • OSHA 10-hour General Industry Safety and Health Certificate or obtain within 90 days of hire
  • CPR/First Aide Certification or obtain with 90 days of Hire
  • Bachelor’s degree in civil engineering, construction, public administration, facility management or a related field.
  • Possess three (3) consecutive years of increasingly responsible experience managing diverse public works operations, including two (2) years supervising, managing and/or directing a division or department.
  • Word Processing: Proficiency in Microsoft Word for creating reports, memos, and other documents.
  • Spreadsheets: Advanced skills in Microsoft Excel for budgeting, data analysis, and project tracking.
  • Presentation Tools: Ability to use Microsoft Power Point for presentations to Tribal Council, Community, or various departments.
  • Familiarity with work order software for tracking and managing public works projects and work orders
  • Proficiency in e-mail platform like Microsoft Outlook for communication
  • Knowledge of collaboration tools such as Microsoft Teams or Zoom for team coordination and virtual meetings
  • Develop and implement departmental policies, procedures, and goals.
  • Foster a collaborative and productive working environment.
  • Assess community needs and prepare strategies to address them.
  • Seek funding opportunities through grants, partnerships, or other sources.
  • Allocate resources efficiently for maintenance, repairs, and new projects.
  • Oversee the design, construction, and maintenance of public infrastructure.
  • Ensure all projects comply with safety, environmental and regulatory standards.
  • Monitor project timelines, budgets and deliverables.
  • Ensure adherence to local, state and federal regulations concerning public works and infrastructure.
  • Provide technical expertise on infrastructure issues.
  • Maintain accurate records of inspections, maintenance, and compliance activities.
  • Follow and enforce Santa Rosa Rancheria Personnel Policies.
  • Work with employees to correct deficiencies and implement discipline and termination procedures.
  • Provide complex technical and administrative support to Tribal Council and Departments.
  • Responsible for the overall direction, coordination and evaluation of Supervisors and office personnel.
  • Responsible for the transportation department and ensure availability of vehicles for out-of-town travel, proper registration and insurance documents.
  • Able to identify parts needed for repairs and material estimating.
  • Ensure all vehicles are maintained and in a ready state of repair.
  • Identify purchase and disposal needs of tribal vehicles to the Tribal Council.
  • Calculate cost and material estimates by performing arithmetic functions.
  • Oversees the maintenance of Tribal Buildings, Tribal Vehicles, Heavy Equipment, Grounds Maintenance, Community residential Repairs and Community Grounds Maintenance.
  • Accepts full responsibility for all Public Works department activities and services including the operation and maintenance of streets, storm drainage, water distribution, water treatment, streetlights, electrical systems, sewer collection, wastewater treatment, and facilities.
  • Develops, implements and maintains Public Works Department goals, objectives, policies and procedures; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services and meeting goals; ensures that goals are achieved.
  • Plans, directs and coordinates the Public Works Department’s work plan through appropriate department staff; assigns work activities and responsibilities to appropriate department personnel; reviews and evaluates organizational effectiveness and productivity; identifies and resolves problems and/or issues.
  • Oversees the selection, training and evaluation programs for all Public Works personnel; provides or coordinates in-service training; identifies and resolves staff deficiencies; fulfills discipline procedures; reviews the work of department personnel to ensure compliance with applicable federal, state and local laws, codes and regulations.
  • Monitors the condition of the Santa Rosa Rancheria Tribal Government facilities infrastructure, including streets, sidewalks, curbs, gutters, buildings, equipment, storm drains, water facilities, sewer collection, wastewater treatment plant, other related facilities and equipment for maintenance, repair and replacement.
  • Prepares, manages and coordinates the development of the Public Works budget; prepares forecasts of necessary funds for staffing, materials and supplies; presents, justifies and defends programs, operations and activities; monitors and approves expenditures; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
  • Serves as a resource for department personnel, Santa Rosa Rancheria Tribal Government staff and other organizations; coordinates pertinent information, resources and work teams necessary to support a positive and productive environment.
  • Attends and participates in professional and community meetings; stays current on issues relative to the field of public works and relative service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints.
  • Establishes positive working relationships with representatives of community organizations, federal/state/local agencies and associations, Santa Rosa Rancheria Tribal Government management and staff, and the public.
  • Drive company vehicles or personal vehicles to conduct business on behalf of the Maintenance Department.

Starting Rate of Pay: 104,000.00 (Exempt)

Approximate Hours: 40+ hours per week
