Description

Operates the recycling center. Operates equipment such as bobcat, forklift, baler, crusher; sorting paper, cardboard, glass, and plastic bottles; supervises inmates and other sanitation staff as directed.

The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.

  • Operates recycling center by supervising inmates separating materials; operates bobcat, forklift, baler, can flattener, bottle crusher, and plastic perforator.
  • Oversees and directs the work of other sanitation operators and collectors in the absence of the general supervisor and/or as directed by the sanitation division director.
  • Loads trailers by distributing bales to maintain road legal weight; scheduling weight checks at local scale; scheduling deliveries; operating forklift to load; and ensuring proper maintenance of trailers.
  • Manages the organization of the Recycling Center by deciding where loads of incoming recyclables are dumped; and selecting material to be sorted to allow a continuous flow through the recycle center.
  • Manages recycling collection by scheduling roll off trucks to collect drop off recycling center boxes as required.
  • Provides emergency response during severe weather (snow, floods, storms, etc.).

  • Performs additional duties as assigned.

Education and Experience
High School Diploma or GED supplemented by six months/one year of post-secondary study or training: e.g. vocational, business, technical school, and two to four years of experience.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

Certifications/Licenses
  • Valid Driver’s License (Class A CDL) and acceptable driving record according to City criteria. (Note: must obtain valid Commercial Driver’s License permit within 30 days of hire and valid Commercial Driver’s License - Class A with department/division required endorsements within 90 days of hire.)
  • CPR certification
  • Forklift certification

Job Knowledge
Basic familiarity with the work to know common principles and terminology and to understand and solve simple problems.

Reading
Intermediate: Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias.

Writing
Basic: Ability to write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.

Math
Intermediate: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Communication Skills
Decisions regarding interpretation of existing policies may be made. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Independence and Decision-Making
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Technical Skills
Requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

No budgetary/fiscal responsibility.

Supervisory Responsibilities
May occasionally direct helpers, assistants, seasonal employees, interns or temps.

PHYSICAL DEMANDS

  • Work requires medium physical effort, exerting 20-50 lbs. occasionally, 10-25 lbs. frequently, or up to 10 lbs. constantly.
  • Adequate vision, hearing and talking to drive and communicate effectively with others.
  • Constant standing, twisting, and climbing.
  • Frequent sitting and balancing.
  • Occasional walking, lifting, carrying, pushing/pulling, reaching, handling, kneeling, crouching and bending.
  • Rare need for fine dexterity to calibrate equipment.

NON-PHYSICAL DEMANDS
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and predictable attendance is expected.
  • May frequently experience time pressure, perform multiple tasks simultaneously, work closely with others as part of a team, and experience a noisy/distracting environment.
  • May rarely experience emergency situations, frequent change of tasks, irregular work schedule/overtime, and tedious or exacting work.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE
Typically requires use of normal maintenance and construction equipment (bobcat, forklift, backhoe, etc.) and any other equipment as appropriate or assigned.

WORK ENVIRONMENT
The work is performed outdoors, where there is daily exposure to respiratory and physical hazards, extreme temperatures, noise and vibration, and wetness/humidity. There is constant exposure to mechanical and electrical hazards, and to physical danger or abuse. There is rare exposure to chemical and fire hazards.

The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.
